POSITION SUMMARY

The Agricultural Conservation Easement (ACE) Program Coordinator provides a supportive role in the administration of the Agricultural Conservation Easement (ACE) Program. The main responsibilities of the ACE Program Coordinator are to assist in the processing of selected farms from time of selection until settlement; to track easement purchase data; to provide receptionist and clerical support; and to provide program information to the general public related to preserving farmland in Berks County.

Compensation: The Starting Rate for this position is $26.96 an hour.

POSITION RESPONSIBILITIES

ESSENTIAL FUNCTIONS

Assists in the processing of farms from the time the landowner inquiries about the ACE Program until settlement, including determining if farms meet the minimum program requirements; preparing farm recommendations to the State; and assisting with settlement and post-settlement responsibilities.
Review property deeds, as part of enforcing the terms of the deed of easement, including researching property deeds; reviewing deeds for compliance; reporting transfers to the County Board, and working with landowners, title agents, and legal counsel to prevent violations and to correct deeds in violation.
Perform financial responsibilities, including, but not limited to: reviewing invoices from vendors and entering/processing them in the Oracle system; tracking easement purchase data; and processing annual installment payments.
Provides receptionist and clerical support, which includes assisting staff with various projects; providing the public with requests for the ACE Program; fulfilling Right-to-Know requests; and answering the telephone.
Prepares and submits for review all pertinent information necessary for the Executive Director’s presentation at County and State Board meetings. Attendance at these meetings will be at the discretion of the Executive Director.

MINIMUM EDUCATION AND EXPERIENCE

Bachelor’s degree is required preferably in Agricultural Science, Environmental Science, or a related field.
Two (2) years of prior program administration in a related field.
Any equivalent combination of training and experience that provides the required knowledge, skills, and ability.
Valid Pennsylvania driver’s license.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

Working knowledge of agricultural practices and the agri-business system.
Advanced skills in the use of Microsoft Word and Excel.
Skill in operating various other computer software programs, such as PowerPoint, Outlook, and Publisher.
Ability to communicate effectively both orally, and in writing.
Ability to effectively manage time.
Ability to collect, compile, and analyze information and data.
Ability to establish and maintain working relationships.
Skill in public speaking.
Ability to handle stress.
Physical presence in the office is required.

PHYSICAL DEMANDS

Work involves walking, talking, hearing, using hands to handle, feel objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee must occasionally lift and/or move up to 50 pounds a distance of fifteen (15) feet or less.

WORKING ENVIRONMENT

Normal office environment, as well as time spent participating in presentations, exhibits, and informational sessions in various environments. Regular travel throughout the County is required; the incumbent needs access to transportation.
