NRCS Announces Pennsylvania Conservation Funding Opportunities for FY 2024

The USDA Natural Resources Conservation Service (NRCS) is announcing fiscal year 2024 assistance opportunities for Pennsylvania agricultural producers and private landowners for key programs, such as the Agricultural Management Assistance (AMA) program, Conservation Stewardship Program (CSP), Environmental Quality Incentives Program (EQIP), Regional Conservation Partnership Program (RCPP) Easements, and Agricultural Conservation Easement Program (ACEP). While NRCS accepts applications for these programs year-round, producers and landowners should apply by state-specific application dates to be considered for this year’s funding. The next application date for fiscal year 2024 funding for EQIP, RCPP, AMA, and ACEP is November 1, 2023. Applications are due by January 1, 2024 for the first round of funding for CSP.

Through conservation programs, NRCS provides technical and financial assistance to help producers and landowners make conservation improvements on their land that benefit natural resources, build resiliency and contribute to the nation’s broader effort to combat the impacts of climate change.

DCNR’s Bureau of Recreation and Conservation is excited to announce the hiring of Jeanne Barrett Ortiz as the new regional advisor for Bucks, Delaware, and Philadelphia Counties.
Regional advisors are a first point of contact for DCNR grants and technical assistance.
Jeanne was most recently the Senior Program Manager for Landscape Conservation at Audubon Mid-Atlantic, where she managed the Kittatinny Ridge Conservation Landscape.
Some of Jeanne’s past accomplishments include managing neighborhood economic development and adult education programs for The Lighthouse—a settlement house in northern Philadelphia—and co-founding the Wissahickon Sustainability Council. She received PennFuture’s 2023 “Woman of Environmental Education” award and is a committee person in Philadelphia’s 21st Ward.

New Short Film by Western Pennsylvania Conservancy Explores the Issue of Aquatic Invasive Species in Lake Erie and its Watershed

Many people love the beauty and tranquility of Lake Erie. Pennsylvanians annually flock to its shoreline to watch sunsets, boat, fish, swim and partake in many activities and adventures. But in the midst of all of the natural beauty and recreational opportunities are hundreds of aquatic invasive species that are threatening the health and biodiversity of this vital and important natural ecosystem.

In the new film, “Seeing The Unseen: Aquatic Invaders & What’s at Stake,” executive produced by Western Pennsylvania Conservancy staff members, conservationists explore how aquatic invasive species are negatively affecting the Lake Erie watershed, share restoration methods and projects underway to reduce the spread of aquatic invasive species, and provide actions nature lovers and outdoors enthusiasts can take to help reduce the risk from invasives.

Invasive species are non-native species that do not occur naturally in an area and grow quickly and aggressively. They can be detrimental to native plants and animals by competing for resources, resulting in the displacement of native species, reduction of biodiversity and alteration of natural habitats.

Mary Walsh, invertebrate zoology manager, and Amy Jewitt, Pennsylvania iMapInvasives program coordinator, work for the Pennsylvania Natural Heritage Program at the Western Pennsylvania Conservancy on invasive species projects and are executive producers of the new film. They agree that the issue of invasive species in the Lake Erie watershed is both pervasive and concerning.

As a regional recreation hub, Lake Erie receives visitors who may unintentionally bring invaders. Mary explains that boaters, anglers and other recreationists may accidentally import invasive species on their boats or gear. On their boots, hikers may transfer seeds from invasive plants to the trails on the Lake Erie shores.

Ecological Gem in Little Sugar Valley Protected Forever

On Nov. 20, ClearWater Conservancy finalized an agreement to permanently conserve a 35.46-acre property in the Roaring Run Watershed in Madisonburg, PA. The property is owned by the Snyder Family and is now permanently protected from development — even if the property is sold in the future.

The Snyders’ property in Little Sugar Valley is a slice of quintessential Pennsylvania forest on the dividing ridge of Nittany Mountain, comprising high gradient clearwater creeks, mature oaks and hemlocks, and steep rocky slopes. The property is within the Roaring Run Biological Diversity Area, a designated Pennsylvania Natural Heritage Site.

Conservation of the Snyder property protects water quality of tributaries flowing into Roaring Run, a stream listed by Pennsylvania DEP as an Exceptional Value (EV) stream.

PA Society for Ornithology Seeking Conservation Partners for 4th Bird Blitz

The Fourth Annual Breeding Bird Blitz for Conservation, hosted by the Pennsylvania Society for Ornithology (PSO) is seeking nonprofit organizations that support the conservation of Bird Species of Greatest Conservation Need in Pennsylvania.

Selected organizations will be identified as partners with Pennsylvania Society for Ornithology in the 2024 event and receive an equal share of the funds raised. It is anticipated that the event will raise close to $20,000, resulting in contributions of more than $6,000 to three organizations. Conservation project leaders are invited to visit https://www.breedingbirdblitz.org/b4c-application and apply to become a Blitz partner by filling out an application. Applications are due by March 1st 2024.

PECO, Natural Lands Open Application Window for Green Region Open Space Program Funding

Municipalities and non-profit organizations undertake a variety of open space improvement intiatives on public lands in southeastern Pennsylvania every year.

PECO is partnering with Natural Lands to once again provide grants to assist in these efforts.

Through the PECO Green Region Open Space Program, PECO is providing eligible applicants with grant awards of up to $10,000 for open space projects. Eligible applicants include municipalities and regional recreational authorities within PECO’s suburban service territory, which includes portions of Bucks, Chester, Delaware, Montgomery, and York Counties, as well as incorporated non-profit organizations within the City of Philadelphia.

Project proposals will be reviewed by a committee of county officials, conservation professionals, and PECO representatives. Funding is to be used to cover expenses for projects on public open spaces, including creating an open space plan, trail implementation, enhancing tree cover, conversion to solar and/or LED trail lighting, energy efficient facility upgrades, installation of electric vehicle charging stations, and other efforts to combat climate change. PECO Green Region grant applications are now being accepted at natlands.org/peco. The application submission deadline for the 2023 grant round is 4:00 PM, Friday, November 10, 2023.

NALT Expands its Conservation Work by Creating Pollinator Fields in Southeastern Pennsylvania

The North American Land Trust (NALT) has been exploring several new opportunities to expand the national land trust’s charitable mission of protecting, conserving, and stewarding our natural and cultural resources.

These new ventures include protecting streams, wetlands, and habitats through mitigation easements; assisting local governments to meet their conservation goals, and acquiring historic properties to protect them for future generations. One of these new ventures is creating quite a buzz with landowners and municipalities.

NALT staff is helping public and private landowners create vibrant pollinator fields on their properties. The primary benefit of establishing pollinator fields is to help reverse the staggering decline of Monarch butterfly and bee populations. However, there are other benefits for landowners, including improving the beauty of the properties with colorful wildflowers and reducing the costs of maintenance.

Pennsylvania Outdoor Corps Seeks Public Land Partner Projects

The Pennsylvania Outdoor Corps (PAOC) is seeking projects for its 2024 season. Municipalities and non-profits can host PAOC crews on a cost-share basis to complete work on public lands. The PAOC employs youth ages 15 to 24 to complete conservation and outdoor recreation projects in parks and forests across Pennsylvania. The DCNR-led program engages underserved citizens and trains the next generation of conservation leaders.

Northcentral Pennsylvania Conservancy Coordinates With Game Commission to Conserve 102 Acres in Lycoming County

The Northcentral Pennsylvania Conservancy was contacted about 2 parcels adjacent to State Game Lands 134 being sold by auction about 3 weeks later. The parcels lay side by side. One shares its western boundary with existing State Game Lands and they both share their northern boundary with existing State Game Lands.

It didn’t take long to find out the Pennsylvania Game Commission was interested in the parcels. The parcels would provide management access into an area of the existing State Game Lands that doesn’t have that access now. Access for management allows projects to improve habitat for wildlife and support and improve the ecosystem services the property provides.

NRCS-PA Accepting Applications For Funding Easements in Kittatinny Ridge

Open Space Institute and Land Trust Alliance Offering Land and Climate Catalyst Planning Grants

The Open Space Institute (OSI) announced the availability of Land and Climate Catalyst Planning Grants through a collaboration with the Land Trust Alliance. The Land and Climate Grant Program ($300,000 is available in the 2023 grant round) will offer funding and technical support to land trusts, other not-for-profit organizations, and state and federally recognized Tribes, to integrate climate science into strategic land protection or forest stewardship plans.

Land trusts may also apply for climate-informed land conservation planning or communications technical support from the Land Trust Alliance. Qualified applicants can apply for grants between $5,000 – $15,000 and/or for one-on-one technical support. All projects must be completed within twelve months.

Fire Towers: Tried and True Technology

This week has been a very active time for wildfires in Pennsylvania, and the Bureau of Forestry would have difficulty fulfilling its legal mandate to suppress wildfires in the Commonwealth without employing many resources, including the use of fire towers.

Although many forest fire observation stations used by the bureau over time are no longer upright, roughly half of the remaining towers currently standing are still used for wildfire surveillance and detection. Records indicate that private owners were detecting wildfires from an observation station that predates the formation of the PA Department of Forestry in 1901 and the Division of Forestry, (under the PA Department of Agriculture) starting in 1895.  Back then, the new agency was led by Joseph T. Rothrock, also known as the “Father of Forestry”, who served as the first Commissioner of Forestry for PA.

2023 EAC Network Conference an Educational Success

Event Summary

The 2023 EAC Network Conference was held virtually on Saturday, February 25 from 9am – 3:30pm.

The event kicked off with a plenary program from 9AM – 10:30AM, the EACs and Environmental Justice Panel. Panelists included:

  • Justin Dula, Director of PA DEP’s Office of Environmental justice who gave an overview of environmental justice areas (why are they important and what tools are available to municipalities at the state and federal level)
  • Jeff Smith of Citizens for a Healthy Jessup and Rashida Lovely, landowner and member of DEP’s Environmental Justice Advisory Board, who spoke about some of the gatekeeping practices that prohibit people of color from having access to/enjoying the land
  • Rafiyqa Muhammad, Harrisburg EAC member and community organizer who shared insights on why can there be community distrust of environmental organizations, and how can you go about overcoming it
  • Carol Grayshaw, Director of Education and Robert Campbell, Communications Specialist, both with WeConservePA, shared best practices for EAC relationship building (both with municipal officials and community members)

The morning plenary was followed by six additional sessions across three breakouts:

  • Tredyffrin Taskforce on Stormwater, presented by Ray Clarke, Board Vice President, Open Land Conservancy (Chester County), and Anne Murphy, Treddyfrin Citizens Advisory Stormwater Task Force

  • Act 101 and Delco’s 10-Year Plan for Zero Waste, presented by Francine Lock, Chief Sustainability Officer, Delaware County
  • Basin Naturalization, presented by Jeff Kellar, Habitat by Design
  • Energy Transition Funding Panel, featuring Britte Earp, Infrastructure Implementation Coordinator, PA DCED, Katherine Stainken (VP Policy) and Nick Miller (Policy Analyst) of the Electrification Coalition, and John Costlow of the Sustainable Energy Fund.

The Brandywine Conservancy is pleased to announce the launch of the Brandywine Creek Greenway’s (BCG) Mini Grant Program for 2023-2024. This program is funded by a recent grant of $85,000 from the Pennsylvania Department of Conservation and Natural Resources’ (DCNR) Community Conservation Partnership Program Environmental Stewardship Fund, administered by the Bureau of Recreation and Conservation (BRC). With these funds, the Brandywine Conservancy will be able to grant awards of $2,000 to $25,000 to projects that will support and advance the goals and objectives of the Brandywine Creek Greenway Strategic Action Plan. The grant funding round will open on March 20, with applications due by May 30, 2023.
