DCNR Opens Survey For Public Input For Plans For New Big Elk Creek State Park In Chester County

Department of Conservation and Natural Resources (DCNR) Secretary Cindy Adams Dunn announced that the department has opened up a public survey for input on plans at Big Elk Creek State Park in Chester County. “We are eager to hear from the public about its needs and amenities desired at Big Elk Creek, as we develop plans for the park,” Dunn said. “We welcome feedback from locals who will be directly impacted by the park, as well as those who plan to visit the park as its operations expand.”

The 10-question survey can be accessed here or through Big Elk Creek State Park’s website. The survey will close Sunday, August 13. Feedback from the survey will be considered as a part of a master plan DCNR’s Bureau of State Parks is preparing to conserve and restore the land, while also providing recreation opportunities for all at Big Elk Creek State Park.

NRCS Announces Pennsylvania Conservation Funding Opportunities for FY 2024

The USDA Natural Resources Conservation Service (NRCS) is announcing fiscal year 2024 assistance opportunities for Pennsylvania agricultural producers and private landowners for key programs, such as the Agricultural Management Assistance (AMA) program, Conservation Stewardship Program (CSP), Environmental Quality Incentives Program (EQIP), Regional Conservation Partnership Program (RCPP) Easements, and Agricultural Conservation Easement Program (ACEP). While NRCS accepts applications for these programs year-round, producers and landowners should apply by state-specific application dates to be considered for this year’s funding. The next application date for fiscal year 2024 funding for EQIP, RCPP, AMA, and ACEP is November 1, 2023. Applications are due by January 1, 2024 for the first round of funding for CSP.

Through conservation programs, NRCS provides technical and financial assistance to help producers and landowners make conservation improvements on their land that benefit natural resources, build resiliency and contribute to the nation’s broader effort to combat the impacts of climate change.

“NRCS conservation programs are good for Pennsylvania’s natural resources and for your operation’s bottom line,” said Denise Coleman, NRCS State Conservationist in Pennsylvania. “Whether this is your first time working with NRCS or you want to take conservation to the next level on your land, we encourage you to contact your local NRCS field office to learn more.”

The Susquehanna Riverlands Mini-Grant Program provides targeted funding opportunities in the form of small competitive grants, ranging from $2,500 to $25,000, towards projects that advance the mission of the Susquehanna Riverlands Conservation Landscape and focus on the following areas: (1) habitat and trail connectivity, (2) sustainable public access to the Susquehanna River and its surrounding natural lands, (3) community partnership and collaboration, and (4) ecosystem health. Projects that can demonstrate the greatest benefit and overlap between two or more of these areas are more likely to be funded.

NALT Expands its Conservation Work by Creating Pollinator Fields in Southeastern Pennsylvania

The North American Land Trust (NALT) has been exploring several new opportunities to expand the national land trust’s charitable mission of protecting, conserving, and stewarding our natural and cultural resources.

These new ventures include protecting streams, wetlands, and habitats through mitigation easements; assisting local governments to meet their conservation goals, and acquiring historic properties to protect them for future generations. One of these new ventures is creating quite a buzz with landowners and municipalities.

NALT staff is helping public and private landowners create vibrant pollinator fields on their properties. The primary benefit of establishing pollinator fields is to help reverse the staggering decline of Monarch butterfly and bee populations. However, there are other benefits for landowners, including improving the beauty of the properties with colorful wildflowers and reducing the costs of maintenance.

2023 Susquehanna Greenway Mini-Grant Program Opens

The Susquehanna Greenway Partnership (SGP) announced the opening of the 2023 Susquehanna Greenway Mini-Grant Program. The Susquehanna Greenway Mini-Grant program aims to support the advancement of regional outdoor recreation, conservation, and trail projects and programs within the Susquehanna Greenway’s ‘Middle Susquehanna’ region. This region includes Greenway sections within Clinton, Lycoming, Northumberland, Union, Snyder, Montour, and Columbia Counties. Proposals from outside of this region, or ones outside of the Susquehanna Greenway, will not be considered.

Eligible applicants include registered non-profit organizations able to apply for DCNR-supported funding and public entities (such as a county, municipality, or municipal agency). Proposed activities must fit within one of the four eligible categories: 1) Education & Outreach, 2) Wayfinding & Signage, 3) Trail Improvement, and 4) Special Purpose Trail Study. Detailed descriptions of these categories are available on the grant landing page at susquehannagreenway.org/mini-grant-program. Applicants may request up to $10,000, and proposals must include a 1:1 match (cash or in-kind). While only one award will be given to each applying entity, more than one application can be submitted for consideration. All awarded funding must be utilized within 12 months from the date of the awarded contract; the anticipated contract period is January – December 2024.

Pennsylvania Outdoor Corps Seeks Public Land Partner Projects

The Pennsylvania Outdoor Corps (PAOC) is seeking projects for its 2024 season. Municipalities and non-profits can host PAOC crews on a cost-share basis to complete work on public lands. The PAOC employs youth ages 15 to 24 to complete conservation and outdoor recreation projects in parks and forests across Pennsylvania. The DCNR-led program engages underserved citizens and trains the next generation of conservation leaders.

Susquehanna Greenway Partnership Exec. Dir. Corey Ellison Moving Out of State, September Leadership Search Begins

The Susquehanna Greenway Partnership (SGP) is officially searching for a new Executive Director.

Corey Ellison, their Executive Director, is moving to South Carolina to be closer to family. Ellison leaves behind a legacy of growth and accomplishment, putting the next Executive Director is a good position to continue this growth.

Ellison joined SGP in 2016 and was promoted to Executive Director in 2018. She worked with local, county, state, and federal officials and agencies, as well as other partner organizations on developing a growing 500-mile greenway of land and water trails throughout Pennsylvania.

Ellison has a B.S in Outdoor Education with a minor in psychology from Georgia College & State University. She has worked professionally in the outdoor industry since 2009. She built upon SGP’s work of community involvement and regional greenway efforts in her time there.

SGP Board Chairman Bob Rolley is spearheading the leadership search.

WeConservePA congratulates Ellison on her successful tenure with SGP, and wishes the board and staff well as they undergo the search for new executive leadership.

NRCS-PA Accepting Applications For Funding Easements in Kittatinny Ridge

Open Space Institute and Land Trust Alliance Offering Land and Climate Catalyst Planning Grants

The Open Space Institute (OSI) announced the availability of Land and Climate Catalyst Planning Grants through a collaboration with the Land Trust Alliance. The Land and Climate Grant Program ($300,000 is available in the 2023 grant round) will offer funding and technical support to land trusts, other not-for-profit organizations, and state and federally recognized Tribes, to integrate climate science into strategic land protection or forest stewardship plans.

Land trusts may also apply for climate-informed land conservation planning or communications technical support from the Land Trust Alliance. Qualified applicants can apply for grants between $5,000 – $15,000 and/or for one-on-one technical support. All projects must be completed within twelve months.

Fire Towers: Tried and True Technology

This week has been a very active time for wildfires in Pennsylvania, and the Bureau of Forestry would have difficulty fulfilling its legal mandate to suppress wildfires in the Commonwealth without employing many resources, including the use of fire towers.

Although many forest fire observation stations used by the bureau over time are no longer upright, roughly half of the remaining towers currently standing are still used for wildfire surveillance and detection. Records indicate that private owners were detecting wildfires from an observation station that predates the formation of the PA Department of Forestry in 1901 and the Division of Forestry, (under the PA Department of Agriculture) starting in 1895. Back then, the new agency was led by Joseph T. Rothrock, also known as the “Father of Forestry”, who served as the first Commissioner of Forestry for PA.

2023 EAC Network Conference an Educational Success

Event Summary

The 2023 EAC Network Conference was held virtually on Saturday, February 25 from 9am – 3:30pm.

The event kicked off with a plenary program from 9AM – 10:30AM, the EACs and Environmental Justice Panel. Panelists included:

Justin Dula, Director of PA DEP’s Office of Environmental justice who gave an overview of environmental justice areas (why are they important and what tools are available to municipalities at the state and federal level)
Jeff Smith of Citizens for a Healthy Jessup and Rashida Lovely, landowner and member of DEP’s Environmental Justice Advisory Board, who spoke about some of the gatekeeping practices that prohibit people of color from having access to/enjoying the land
Rafiyqa Muhammad, Harrisburg EAC member and community organizer who shared insights on why can there be community distrust of environmental organizations, and how can you go about overcoming it
Carol Grayshaw, Director of Education and Robert Campbell, Communications Specialist, both with WeConservePA, shared best practices for EAC relationship building (both with municipal officials and community members)

The morning plenary was followed by six additional sessions across three breakouts:

The Brandywine Conservancy is pleased to announce the launch of the Brandywine Creek Greenway’s (BCG) Mini Grant Program for 2023-2024. This program is funded by a recent grant of $85,000 from the Pennsylvania Department of Conservation and Natural Resources’ (DCNR) Community Conservation Partnership Program Environmental Stewardship Fund, administered by the Bureau of Recreation and Conservation (BRC). With these funds, the Brandywine Conservancy will be able to grant awards of $2,000 to $25,000 to projects that will support and advance the goals and objectives of the Brandywine Creek Greenway Strategic Action Plan. The grant funding round will open on March 20, with applications due by May 30, 2023.
